My opinion - the travel still happened at no additional cost to the project,
and the vouchers are meant to recompense the traveler for their inconvenience.
On a related matter, I assume they are not restricted from claiming frequent
flyer miles, which I think would fall into a similar regulatory category.

As far as I know, we don't do anything, because it's not our concern, as long
as they get to the location to do what they are supposed to, without incurring
extra costs.
