Interesting to see how various schools re-invest F&A.  For institutions
that give funds equivalent to a fraction of recovered F&A to the colleges,
departments, or PIs:  do you allow these folks to accumulate their funds,
or do you require them to expend them annually?

The risk of requiring prompt expenditure is that PIs might spend these
funds before expending their grant funds.  And the risk of allowing people
to "bank" the return of F&A is that the accumulations could grow quite
large -- a run on the return of F&A pool could be a problem.
