Using off-campus F&A rates Lori Messer 12 Feb 2003 11:28 EST

On Monday I asked when your organization determines when to use
off-campus F&A rates.  I would like to thank those who responded.  Since
this question generated a bit of off-line discussion I thought it would
be interesting to post a summary of the responses and see if anyone else
had any other thoughts.

I have information from 12 institutions, including Wake Forest.

Criteria Used to Determine                      Number
Whether to Use On/Off Campus rate               of Institutions

Rent allocated to project or included
in budget to sponsor                            3

Where majority of research or sponsored
activity is done (majority not defined)         2

When 50-51% of research or sponsored
activity is done off-campus                     5

When direct costs exceed $100,000 AND 80%
of sponsored project activities are done
off-campus                                      1

One institution uses a blended effective rate (this is approved by their
cognizant agency).  The appropriate rate is applied to on and off campus
activity expenses and a blended rate is determined.
