This is an interesting thread, especially coming on the heels of the
tobacco funding discussion.  One of the most onerous things any funder can
do, imho, is restrict publication by a grant recipient.  Perhaps Sammy
might comment on the University of California's latest position on that
issue; I recall that under Governor Wilson some state agencies were
attempting to restrict publication regarding university research on topics
such as reducing teen pregnancies; needle exchange, and so on.
