Program Assistant
(Contracts Specialist)

Contract Negotiations and Research Compliance is a department within the
office of the Vice Provost for Research and the University of Kansas Center
for Research.  It is responsible for negotiating award terms and conditions
of sponsored agreements prior to acceptance by the university; monitoring
research compliance issues; and preparing and negotiating subrecipient
agreements.  It manages nearly 750 agreements annually and plays a
significant role in the administration of approximately $150 million in
sponsored proposals and $80 million in awards for research and training.
This is a key position in the office's daily administrative operations.

DUTIES:  Contract Management.  Tasks include:
§        Review contracts from external sponsors for compliance with
University policies
§        Negotiate contract terms and conditions in accord with University
research policies, including classified research, intellectual property,
liability and indemnification, publication rights and licensing
§        Prepare subrecipient agreements and communicate and negotiate with
subrecipient organizations as needed
§        Communicate verbally and in writing with attorneys and
administrators in the federal, state and local governments, as well as
private corporations and foundations
§        Use high-level analytical skills and make independent decisions on
topics of vital importance to the University research community

Research education of faculty and staff.  Tasks include:
§        Assist with the organization and presentation of educational
workshops and conferences for faculty, staff and administrators on a variety
of research administration topics
§        Communicate with and educate faculty and staff on topics related to
the responsible conduct of research

Participate in areas of research compliance.  Tasks Include:
§        Act as a resource person for faculty and staff for specific
concerns and questions related to research compliance issues including:
o       Conflict of Interest
o       Research involving human subjects
o       Research involving animals
o       Misconduct in science
o       Classified research (delay of publications)
§        Review contractual language for its acceptance under university's
and the federal government's policies regarding research compliance issues
§        Coordinate activities and oversight of other compliance issues with
the Department of Environment, Health and Safety at the University of Kansas
§        Additional duties related to research compliance as assigned

REQUIRED QUALIFICATIONS

1.  Bachelor's degree
2.  Strong verbal and written communication skills
3.  Familiarity with university policies and procedures or similar systems
4.  Experience in basic operation of microcomputers, including word
processing, databases, and spreadsheets

PREFERRED QUALIFICATIONS

1.    Two years' experience in sponsored projects administration of grants
and contracts
2.    Ability to work cooperatively as part of a team
3.  Demonstrated ability to analyze and interpret federal or state
regulations
4.  Experience with implementation of research policies
5.  Advanced degree (Master's, MBA, Ph.D. or JD)
