St. John's has someone in this capacity as well.  We are about 550 faculty
and a few graduate programs.

Our grantwriter is a retired department chair, who is expert at research
methodology.  We use her sporadically, but she is extremely productive and
right on the task when she's needed.  She is so valuable, but I can't
imagine another individual in this role at this institution.

I will be curious to hear how/if other offices use a person in this role,
and how you would select a person for this role.
