Audrey, here's what the Fastlane Q & A says:

Q. At what point does NSF consider a proposal to be submitted?

A. A proposal is considered to be submitted and to have met a stated deadline when the "Submit" button is clicked in FastLane.

For those organizations where the submission and signature processes are separate, the AOR has five business days from the date of electronic submission to electronically sign the proposal. A proposal may not be processed, however, until NSF has received the complete proposal (including the electronic certifications from the AOR). No signed cover sheets should be mailed to NSF.

So if our provost is away on submission day, we have five days to track her down, have her log on, and electronically sign the proposal.

But I'm reconsidering our policy in light of some of the other responses you've received.  We have an internal paper form, as most do; when the provost signs that, she approves the proposal.  I may register as the authorized rep and e-sign NSF proposals after she signs the paper form.

Audrey and RESADM-Lers, we have designated our provost as the authorized
rep, so she logs on and certifies the proposal.  This procedure parallels
our procedures with paper proposals.  Given the five day window to submit
the e -signature, it works for us.

How does your institution handle the Electronic Signature release to NSF
Fastlane?

Did you register "authorized organizational representative" and that
individual actually signs in to Fastlane and does the final check and
release and their name and title appears on the signature line.

or does a designated individual in your SRO office, using as their authority
the signature checklist of approvals, including the authorized
organizational representative, do the final check and release - and their
name and title appears on the signature line.

 or some other way?
