If your MPA or FWA says that all the research conducted at your institution will adhere to 45 CFR 46, then it does not matter if the research is externally funded or not.  46.115 deals with IRB records. The IRB should retain all the records specified in 45 CFR 46.115(a). These should be under the control of the IRB, not the investigator.

If your MPA/FWA does not say this, then it is a matter of institutional policy.

There are two questions:

1)  Does anyone have a policy on data or research records related to when
IRB documents are destroyed.  These are for unfunded projects so no record
retention requirements are required by an outside agency.

2)  Does anyone have a good resource book about IRB in general?
