I concur with all you say except on one small point.  Annual giving may in fact
provide a financial statement or even a financial impact statement on the
results of giving either from the institutional perspective or by project.  I
just don't believe they do that to each specific gift.  Rather to the donors as
a whole.

You are absolutely right on industry, foundations and the like.  They want the
gift and the data with minimal costs but maximum tax benefits.  My major beef
with the Pre-award folks is when they accept an award from a sponsor with no
F&A, and then have us poor accounting types compile reams of financial reports
with supporting documentation for every penny expended.

I still go back to the reporting.  If there's a specific fiscal and/or
technical report of the results of the project and that donor's funds, it's a
grant - F&A or no F&A.
