Expanded Expanded Authorities Herbert B. Chermside 28 Sep 2001 12:56 EST

NIH has extended to all grants most of the "expanded authorities"
previously applied only to research grants.

This goes into effect for awards ISSUED after 10/01/01.  (Remember, the
first awards with these new authorities won't actually be issued until
12/01/01 because NIH issues nothing in the first two months of the federal FY.)

Automatic carryover of unobligated balances IS NOT provided under this
latest expansion.  However, granting offices delegate this to the awardee
on a project-by-project, or a group-of-projects basis if they see fit.

Program guidelines must still be followed; NIH gives the example of prior
approval being necessary for rebudgeting of stipends and tuition and fees
on NRSA's.

No idea yet exactly how these expansions will be stated/documented on award
notices.
