I would like to thank those institutions who responded to my survey on
choice of law.  The responses were in line with what I believe most of us
expected.  Of the institutions in 25 states that responded, all but 2 said
they would never or only rarely agree to a contract which required
interpretation of the agreement according to the laws of another
jurisdiction.  Institutions from 12 of the 25 states reported statutes on
the books which prohibit such provisions in state contracts, and
institutions from 5 states reported internal policies implemented
specifically as a result of Attorney General opinions.  Institutions
responding in states with laws on the books or policies precluding such
language due to Attorney General opinions are:
