The consensus so far has been that it's up to the PI.  I generally agree with that, but have a somewhat different slant.  I write many of the institutional proposals we submit (TRIO, Title III, etc.).  I frequently receive requests for copies from other institutions which I always honor, and happily.  I've made the same request myself and have been grateful to folks for sending me copies of their proposals.  I guess I'm the de facto PI in these cases--at least I act as if I am--so I'm following the same principle, in the final analysis.  And those proposals contain no secrets, especially a year or two after they've been submitted.
