In the case where a sponsor has a limit on the number of applications per institution, you should set an internal
deadline for submissions to the Research Office and, if necessary, convene a peer review committee to select the
proposal to go forward.  The quality of the proposal is a reflection of your institution.  In a certain sense, you are
telling the sponsor that this proposal is the best you have to offer. You would not want a mediocre proposal going out
and damaging your reputation with that sponsor.
 If the initially selected PI pulls out at the last minute and the #2 proposal is strong and there is still time, put
#2 in.  If there is no time, there is little that you can do.  I would be very reluctant to select PI #1 again for a
competition of this kind however.
