YES it is an unacceptable COI.  I believe OPRR had it on their website and
it carried over to OHRP's.  VCU did not have it as a problem, but when we
dealt with other problems we got informal input from OPRR/OHRP that the
responsibilities of subject protection and of enhancing sponsored program
activity should be clearly separate in the institution structure.
