H1-B Technical Skill Training Grant Linda Learned 11 Dec 2000 10:19 EST

We have just received notification from one of our local cities that they
were awarded one of these H1-B Technical Skill Training Grants.  This is a
program offered through the US Department of Labor in which one of our
local cities had named us as a partner.  Part of the training will take
place here at one of our centers at Illinois State University.  The city
will be paying us a fixed amount per participant.  I know there were
several of these type of grants awarded to various cities.  I also know
several other universities and colleges are involved.  How are any of you
handling the accounting of this?  We are thinking it should flow through
the sponsored projects area because they are federal dollars.  The city
awarded the money is not even wanting to give us an official
agreement.  They are saying it is not a true grant.  If any of you are
partners in any of these, what are you thinking?
