Contracts Specialist (Position #1)      8/00

Unit:  Contract Negotiations and Research Compliance, The University of
Kansas and the University of Kansas Center for Research, Inc. (KUCR)

Title:          Contracts Specialist
This position negotiates contract award terms and conditions prior to
acceptance by the University and KUCR, and prepares and negotiates
subrecipient agreements.  This position also works with faculty to promote
collaborative research through the Community of Science and trains
researchers in research administration and compliance.  The Office of
Contract Negotiations and Research Compliance annually manages about 750
contracts for approximately 300 public and private sponsoring agencies.

Time:                   Full-time, on-going.  Subject to annual review.  Unclassified.
Supervisor:             Director, Contract Negotiations and Research Compliance,
Research and Public Service/KUCR
Starting Date:  September 11, 2000 or as soon as possible thereafter
Salary:         $34,000 - $37,000 depending on qualifications and experience

Responsibilities:

75%     Contract Negotiation and Management

Negotiates contract terms and conditions with sponsors and recipients in
accordance with University research policies, including classified
research, intellectual property, liability and indemnification, publication
rights, and licensing framework.  Reviews contract documents for compliance
with University policies prior to acceptance by the University.
Communicates with University faculty to ensure accurate and feasible scope
of work, budgetary information, and project deliverables.  Writes
subrecipient agreements and negotiates terms with the subrecipient
organization.  Assures compliance with University and KUCR regulations and
policies.   Communicates verbally and in writing with attorneys and
administrators in federal and state government, private corporations, and
foundations.   Uses high-level analytical skills and independent
decision-making ability.  Performs other duties as required.

15%     Community of Science

Acts as the KU/KUCR liaison with Community of Science (COS), a commercial
service that provides funding opportunity information and a faculty profile
database. Encourages faculty participation to enhance collaborative
research opportunities.  Communicates with faculty about updates or changes
in service.  Advises Director on new product efficacy.  Coordinates all
communication between COS and KU faculty to best serve the KU research
community.  Works with Vice Chancellor and Director to develop extended
uses of COS, such as the collaborative arrangement among KU, KU Medical
Center, and the Midwest Research Institute.

10%     Research Education

Assists the Compliance Specialist in the development of training programs
for faculty, staff and administrators.  This includes training in the use
of the Community of Science database, NSF FastLane and NIH Commons proposal
submission, and other topics in research and research administration.
Develops and provides training programs on a variety of topics and works
with other staff to develop their training skills.  Presents educational
programs in a highly professional manner using PowerPoint, PageMaker, and
other electronic systems.   Assists with the teaching of University classes
on grants and contracts as requested.

Required Qualifications:

1.      Strong verbal and written communication skills
2.      Demonstrated ability to make high-level independent decisions
3.      Experience in basic operation of microcomputers, including word
processing databases, and spreadsheets
4.      Bachelor's degree
5.      Familiarity with University policies and procedures or similar systems
6.      Ability to work cooperatively as part of a team

Preferred Qualifications:

1.      Two years work experience in sponsored projects administration
2.      Two years experience in contract negotiation and development or law degree
3.      Demonstrated ability to analyze and interpret federal or state regulations
4.      Experience with implementation of research policies
5.      Demonstrated experience in developing training materials and courses.

University's Conflict of Interest and Commitment policy and its
implementation.  This position also negotiates contract award terms and
conditions prior to acceptance by the University and KUCR and prepares and
negotiates subrecipient agreements. This is a key position in the handling
of about $150 million in grant and contract proposals for research and
training at the University of Kansas and about $80 million in awards.  The
Office of Contract Negotiations and Research Compliance annually manages
about 750 contracts for approximately 300 public and private sponsoring
agencies.

Time:                   Full-time, on-going.  Subject to annual review.  Unclassified.

with faculty and unclassified staff and responds to questions to help them
understand the policy and its implications.  Assists the university's COI
Committee in handling conflicts.  Provides the committee with relevant
information for their review process and carries out the work of the
committee to handle all communication and correspondence regarding
conflicts of interest.  Manages all confidential records and related
reporting and maintains accurate records and database of the status of
faculty and staff disclosures.  Communicates information in a coherent,
cordial, and articulate manner.
