In cases where the PI has gone to another domestic institution, you can
usually enlist the cooperation of the new institution to get the final
scientific report.  Obviously,  the original institution can no longer
withhold pay, etc. (although if you find out soon enough, you could withhold
the final paycheck, etc.)--but the new institution could do something like
that.  Most granting agencies will not "punish" the institution if you show
that you have made a good effort to get the reports.

If you're looking for a report on an OLD grant and still have a new one
active that is being relinquished, you can always "sit on" the relinquishing
statement for the on-going grant until all reports are in on the "dead"
grant.
