Consequences I have experienced, in increasing order of severity:

1)  Incremental payments on award withheld until report received.

2)  PI gets no continuation.

3)  PI gets no further funding from that agency.

4)  Institution gets sued for the research $ invested (industrial
contractor -- agreement language signed by someone other than myself!).

5)  Agency withholds all payments on ALL contracts to institution until
report is received (Yes, it really happened -- PI could not comprehend that
a contract is different from a grant, and the requirement for quarterly
reports really meant four times a year, by the specified date!  When the
dean's contract was affected, the PI got a lesson!)

But the most telling consequence should be:  Publish or Perish!  In these
days of computers, editing a report into a paper, or vice-versa, is so
simple that two birds can be killed with one click of the mouse!
