Check out http://www.ed.gov/offices/OPE/hbcu/factsheet.html     Essentially,
the Federal rules come in the form of several Executive Orders, starting
back with President Carter, which have been strengthened or amended by each
succeeding President.  There are today more than 119 institutions certified
at HBCU organizations.

The Department of Education is the lead Federal Agency in this area.  A
somewhat dated analysis of HBCU Selection criteria is set forth at
http://www.ed.gov/offices/OERI/PLLI/HBCU/criteria.html

A more helpful link is found also at

"Mission and Short History" of the White House Initiative on Historically
Black Colleges and Universities, and also provides a listing of the
President's Board of Advisors on HBCUs

Hello.

Does anyone know where we can find the overall federal rules that determine
how an Institution is classified as a minority institution?

Also, does anyone know how to get "recertified" if that status has been
removed?
