First:  I want to thank you all for your responses and identifying Bob Lucas for
me.

Second: We have a potential problem with the cost sharing obligation on one of
our federal grants. It turns out that the College that obligated the cost
sharing funds for the grant spent the money on something else and insists now
that the funds are no longer available.

What do you do in a situation such as the above and what consequences have you
experienced by not meeting your cost sharing obligations?
