Hello All,

This is just a note to let you know that there is an IPA opportunity open to
qualified research administrators (amongst others) in NSF's Office of the
Assistant Director for Computer and Information Science and Engineering.
Speaking as the outgoing rotator who is headed back to research
administration, I can tell you this is a great opportunity for anyone with
an interest in science policy and decision making processes at the federal
level.  Not mention that DC is a great place to spend a year or two.  Please
note that in addition to strong research skills, applicants must be able to
write extremely well.

INTERGOVERNMENTAL PERSONNEL ACT (IPA) ASSIGNMENT

The National Science Foundation, Directorate for Computer and Information
Science and Engineering (CISE), is seeking qualified candidates for a
Research Associate position.  NSF is inviting individuals who are interested
in an Intergovernmental Personnel Act assignment to submit an application.
A statement of duties of the position and a list of qualification
requirements are included on the reverse side of this announcement.  Salary
range from $42,724 to $79,155 per year.

Initial assignments under the IPA mechanism may be made for a period of up
to two years.  Individuals eligible for an IPA assignment include employees
of State and local government agencies, institutions of higher education,
Indian tribal governments, federally funded research and development centers
and qualified non-profit organizations involved in public management in
instances where such assignments would be of mutual benefit to the
organizations involved.  The individual remains an employee of the home
institution and cost-sharing arrangements are generally negotiated between
NSF and the home institution.  Individuals interested in an IPA assignment
should submit a curriculum vita or resume, publications list, and a letter
referencing qualifications.  In addition you are asked to complete and
submit the attached Applicant Survey form.  Submission of this form is
voluntary and will not affect your application for employment.  The

STATEMENT OF DUTIES:  The incumbent serves as a Research Associate for the
Office of the Assistant Director, Directorate for Computer and Information
Science and Engineering (CISE).  The major responsibility of the Research
Associate is to provide research assistance to the Assistant Director, CISE.
This includes:

 Developing factual information about various areas of research interests;
information on research normally supported by NSF, other Federal agencies,
CISE, the academic community and industry.
 Developing, as requested by the Assistant Director, information on where
research and education activities germane to the directorate are being done
and supported.
 Preparing background papers on science policy issues; identifying trends,
analyses, and issues meriting attention; and conducting reviews of relevant
publications.
 Reading professional journals and reviews to maintain currency in relevant
data resources.
 Generating relevant scientific and/or administrative data that can be used
in analytical and interpretative reports and guides.
 Analyzing and summarizing special statistical tabulations and related
materials for internal CISE use.
 Monitoring progress on activities of interest to the Assistant Director.
 Participating in special projects to facilitate coordination.
 Serving as personal assistant to the Assistant Director, particularly in
the area of public relations and technical information.

QUALIFICATIONS REQUIRED:  Applicants must have a Ph.D. in an appropriate
field of computer and information science and engineering or a related field
in science or engineering, or other field related to science policy and
planning; or a masters degree in an appropriate field as above, plus two or
more years of successful research, research administration, and/or
managerial experience pertinent to the position; or equivalent experience.
