<color><param>0100,0100,0100</param><smaller>Some time ago the group discussed the 3% cap imposed by NIH on salaries.

I  interpret the 3% restriction to new and competing awards as a possible
restriction to total direct costs, that is the bottom direct cost line,  and not on
each line item.

A faculty member could receive his/her 3.5% or 4% raise as long as "on
average"  their award will not exceed the direct cost level of the previous budget
period by more than 3%.

This is how I have interpreted the NIH Guide, Volume 26, Number 14, May 2,
1997 statement.   Comments please.<bigger>
