Am I crazy or can't these agencies see that institutional approval before
submission is a CURRENT requirement because of their CURRENT signature
requirements.  The statement from Ed "We can not add any ADDITIONAL
safeguards beyond what is required of those who submit hard copies of
applications." doesn't make sense to me.  The idea that faculty could give
the authorized submitters access to the files is fine, but it doesn't
address the issue of those that don't give anyone else access.  And the
Department of Defense Statement: "If for some reason your administrative
offices do not wish to support an application selected for funding, the
institution will have the opportunitty to withdraw the application prior to
negotiation of award" is a recipe for conflict.  (Maybe the Defense
Department isn't afraid of a little conflict ;-)

In addition to bringing this up to our national organizations, I suggest we
also start lobbying our authorized signatories (VPS and Presidents).  My
Academic VP is deeply concerned about this turn of events.  Let's get them
involved.
