Next door to you (practically), is the U of MN with their system.  From
their propaganda, it too is fully Webable and includes forms, reporting and
integration into financials, purchasing, and personnel.  In addition, it has
automatic audits, parallel review by separate office and a sanctions
function for abusers.  I hear tell it's launching fully grown in June.  I'm
not sure of their EDI capability, but considering who wrote the programs,
I'm sure it is (they also wrote Gopher and Pop-Mail).
